Tomas Gunnarsson 64099bcbe7 Add locking to UniqueRandomIdGenerator. 
The SdpOfferAnswerHandler::ssrc_generator_ variable is used from
multiple threads.

Adding thread checks + tests for UniqueNumberGenerator along the way.
