Evan Shrubsole a406272bc4 Migrate critical tests from FrameBufferProxy to VideoReceiveStream2Test 
* Paramaterize VideoReceiveStream2Test to have variations that run with
  and without a metronome.
* Migrate over tests to ensure frame timing is used.
