Erik Språng 45361f78ed Calculate video stream max bitrate using expression.
This replaces the ealier table-based caps.
Apart from the VGA cap (now 1600kbps instead of 1700kbps), or if using
"in between" resolutions, the caps are unchanged - but now cover high
resolutions better.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
