Tommi 32c3398e1a Update RemixAndResample to use audio views
Also adding more checks around parameter valuesm since the
`sample_rate_hz` argument is technically not needed, but will be
removed in a follow-up CL.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
