Set of codecs for testing is hardcoded to AV1, VP8, VP9, H264, H265. Some codecs may not be available due to lack of support on the platform or due to some issue in our code which would be a regression. Reporting zero metrics for failed tests would allow the perf tool to detect such a regression.
This also enables codec tests by default. The tests should not run on bots since video_codec_perf_tests binary is not included in any test suits yet.

This adds the histogram WebRTC.Audio.AudioMixer.NewHighestSourceCount
which logs the highest number of sources an AudioMixer has had. The
statistic is logged whenever the highest number of sources increases.
This allows us to differentiate the statistic to see how many times
the mixer has had a certain maximum number of sources.

Removes the only remaining dependency on sequence number in NetEq
except for the NackTracker (which arguably doesn't belong in NetEq).
This fixes a potential issue where FEC is not perfectly aligned with
the original packet boundaries, causing both the FEC and the original
packet to be decoded.

We shouldn't treat VP9 simulcast {active,inactive,inactive} different
from VP9 singlecast when it comes to bitrates, so the condition
`config.simulcast_layers.size() <= 1` is updated to
`video_codec.numberOfSimulcastStreams <= 1` which holds true in the
"single active stream" case as well.
This is consistent with existing logic, such as the fact that we use
`SvcRateAllocator` instead of `SimulcastRateAllocator` when
`numberOfSimulcastStreams <= 1`.

Before:
No attempt was made to figure out of the cursor was embedded into the
captured video frame when using DXGI on Windows as screen capturer.
Instead the cursor is superimposed on the frame by an external mouse
and cursor composer.
After:
We now check if the display adapter supports embedding the mouse
cursor and if so use it as is and thereby avoid adding it independently.

The goal is to reduce the amount of time stretching done in response
to network jitter. Specifically, we should be able to “ride” over delay
spikes if the current delay is sufficient, without decelerating
playout. We should also avoid accelerating immediately after a buffer
underrun, until we are reasonably sure that the jitter has passed.
This is achieved by increasing the deadband where we choose to do
normal playout, based on the maximum delay in the short term packet
arrival history.
The buffer level filter is still used to report the average delay for
A/V sync purposes.
The new behavior is behind a flag and will be experimented with before
it is made default.

This change makes it more clear that there are three different
capture API combinations for screen sharing on Windows.
No option => GDI without fallback.
DirectX option => DirectX with GDI as fallback
Magnifier option => Magnifier API with GDI as fallback
Previously, if both DirectX and Magnifier were enabled, the end
result was Magnifier for unknown reasons.
With this change in place, we can remove usage of the Magnifier API
in Chrome and switch between DirectX and GDI simply by allowing
DirectX or not.

This is to be more robust to packet loss during DTX and paused streams.
Without it, we can wait to decode an available packet when in CNG or
PLC mode until more packets arrive, which for DTX and paused streams
can take a long time.
We already include the waiting time if the last packet in the buffer
is a DTX packet.

Various "if streams == 1" cases are updated to "if
IsSinglecastOrAllNonFirstLayersInactive()" in order not to cause subtle
differences between VP9 {active} and VP9 {active,inactive,inactive}.
This CL also affects a line that conditionally sets
`simulcastStream[0].active = codec_active` so it seemed fitting to
improve the test coverage of "if all streams are inactive, don't send".

Attempting to ship "WebRTC-AllowDisablingLegacyScalability" revealed a
DCHECK that happens when negotiating 3 VP9 streams prior to the
setParameters() call:
1. By default, `scalability_mode` is missing, so those 3 streams
defaulted to legacy SVC, meaning only a single stream is used.
2. Then, setParameters() was called to make
`encodings[0].scalability_mode = "L2T2_KEY"` and
`encodings[1-2].active = false`. The inactive streams were just
dummies and never expected to exist.
Without simulcast support this is OK, because both 1) and 2) are
interpreted to have a single stream. But with simulcast support, 1) is
interpreted as single stream and 2) as three streams (1 active, 2
inactive). This should be roughly the same setup, but our code treats
them differently.
The DCHECK crash was a mismatch in number of streams in one of the
layers.
The fix is to re-create the streams when the number of streams change
for this reason. The new test revealed other issues and fixes too:
- Support for multiple spatial layers (e.g. "L2T2_KEY") when multiple
encodings exist but only one encoding is active.
- Allow inactive layers not to have a scalability mode set.
A laundry list (https://crbug.com/webrtc/15028) has been created to
update known places doing "if streams == 1" that need to do "if
active streams == 1" instead.

Drop support for old compositors that don't use DmaBufs the way they are
supposed to be used now. There is now a whole negotiation process that
includes DmaBuf modifiers and there is also support for renegotiation in
case we fail to import DmaBufs with certain modifier. This is something
that didn't exist before and in such case, failing to import DmaBufs we
would just end up with broken screen sharing. For that reason it would
be better to use MemFD instead to make sure old compositors will work
just fine

If during shutdown the pacer has packets enqueued during pause these
packets will be posted to the pacer after the worker thread is free -
after the ssrcs should have been cleared. This fixes flakes in
picutre_id_tests.

Originally DMABufs were imported into a temporary buffer followed by a
copy operation into the desktop frame itself. This is not needed as we
can import them directly into desktop frames and avoid this overhead.
Also drop support for MemPtr buffers as both Mutter and KWin don't seem
to support them and they are going to be too slow anyway.
Testing with latest Chromium, I could see two processes with usage around 20% and 40% without this change going down to 10% and 20% with
this change applied.

When allocating bitrate, some parts of the coded directly uses the bitrate parameter, while others lets it be capped by VideoCodec.maxBitrate. This may result in an inconsistency between expected and actual number of temporal layers, causing a crash.
Even better would be to update VideoCodecInitializer to not create
VideoCodec instances where there's not enough maxBitrate to activate
all spatial layers - but that's a much more complex issue.
