Currently the IceTransportState goes to connected before the connection
is writable and also goes to checking before any candidate pairs are
being checked. This change fixes these cases.

As a unintended consequence of the changed iceConnectionState implementation we won't ever transition to the "failed" iceConnection state unless a connection has first been established. This CL fixes that and adds a integration test for this scenario.

This patch adds a field trial for sending an extra ice ping
when receiving a ice ping and we have not received an ice ping
response. The theory is that this will decrease time it takes
for a connection to become writable and improve behavior with
ice reroutes (choosing a new ice candidate pair).

Googletest recently started replacing the term Test Case by Test Suite.
From now on, the preferred API is TestSuite*; the older TestCase* API
will be slowly deprecated.
This CL moves WebRTC to the new set of APIs.

Since end-of-candidates signalling isn't implemented yet, the ice transport shouldn't reach completed. We also shouldn't assume that the transport has failed because gathering is complete without candidates, as we might still get remote candidates.

We'd like to disable RTP code path when media transport is used. In particular, we don't want occasional RTP/RTCP packets sent from the RTP code path when media transport is used.
Long term we will remove this new NoOp DTLS transport, when we stop creating rtp transport.

The new iceTransportState depends on the transports to signal when they have disconnected, this change ensures that they do so.
The logic is similar to what the old iceConnectionState did, but it uses the ice transports writable() flag instead of the one from the containing dtls transport.

The address and the related address of local candidates are sanitized
accordingly when the mDNS concealment of local IPs is enabled. Also,
remote hostname candidates created from signaling are sanitized in stats
as well. A couple of unit tests are revised to reflect the desired
behavior of AsyncResolverInterface so that when a hostname candidate is
resolved, the hostname is kept in the candidate address.
