Static libraries don't guarantee that an exported symbol gets linked
into a shared library (and in order to support Chromium's component
build mode, WebRTC needs to be linked as a shared library).
Source sets always pass all the object files to the linker.
On the flip side, source_sets link more object files in release builds
and to avoid this, this CL introduces a the GN template "rtc_library" that
expands to static_library during release builds and to source_set during
component builds.

Also adding code in preparation of hiding the Module
implementation in PacedSender. The implementation details of
how the PacedSender+ProcessThread interaction works, has now
been moved into PacedSender (and out of RtpTransportControllerSend).
Instead of adding a "GetModuleImplementationForTesting" method
to the PacedSender class (which would have been the lazy way
out), I incorporated MockedProcessThread in the PacedSender tests.
This means more boilerplate code but the Module functionality
can be tested separately from the PacedSender and down the line
I think it would be a good idea to start using a separate thread
in the test, which is how the class under test is really used
in production.

The Pacer now just handles interaction with Module/ProcessThread and
forwarding packets to PacketRouter.
All other logic is moved to PacedSendingController, including tests.
PacedSender unittest are now just some basic sanity tests.

The PacedSender is being reworked and will need an interface so we can
inject different implementations of it.
This CL introduces a new RtpPacketPacer interface inside the pacing
module. This interface handles the details of _how_ packets should be
paced, such as pacing rates/account for audio/max queue length etc.
The RtpPacketSender interface exposed from the rtp_rtcp module handles
only the actual sending of packets.
Some minor cleanups are included here.

This CL makes the new code path for paced sending functionally complete.
By default, the field trial WebRTC-Pacer-ReferencePackets is Enabled,
meaning that there is no behavior change unless the field trial is
forced to Disabled. This is done in tests, and can be done on the
command line for manual testing.

This CL adds a handful of histograms that track how many probes we send, and some details about
them.
We'll track the total number of requested probe clusters and how many of them timed out, recorded
when we destroy the prober. For the successful clusters we'll also track how many bytes it took,
how many packets we sent and how long it took to send.

Originally RtcEventProbeClusterCreated was logged in bitrate prober. This means that anyone who was using GoogCcNetworkControl wasn't logging it, and the NetworkControl wasn't self-contained.
This changes moves the responsibility for logging ProbeClusterCreated to ProbeController (where the probe is created), it also moves the responsibility for assigning probe ids to the probe controller.

This CL removes some deprecated build targets (and their headers)
from system_wrappers:

It also refreshes all the dependencies on field_trial.h and metrics.h.
A nice side effect is that it is finally possible to remove 'nogncheck'
from the following files (when it was used with field_trial_default
and metrics_default):

The previous name packet queue 2 had no indication on what the
difference was compared to the regular packet queue. This rename makes
it easier to understand the codebase.
Additionally the PacketQueueInterface class was introduced to make the
class hierarchy easier to follow. The round robin packet queue did not
extend the packet queue so there was no reason for inheriting from the
specific implementation.

Unfortunately //testtest_support was a leaky abstraction because it
wasn't propagating the correct -I compiler flag. To make everything
work, all the targets that use gmock started also to depend on
//testing/gmock (even if they were not including any gmock header
directly).
This CL makes //testtest_support propagate the include path up in the
dependency chain so it is possible to remove unused dependencies.
Note: all_dependent_configs should probably be used in the original
gmock target. There is an ongoing discussion about it. This CL solves
the problem on WebRTC side and it is forward compatible.

This replaces most of the existing dependencies on the application
limited region(ALR) detector. This is to achieve a greater separation of
concerns and will make further refactoring regarding the ALR Detector
less invasive on other parts of the code base.

One reason for the circular deps is that common_types.h is a
historical dumping ground for various structs and defines that
are believed to be generally useful. I tried moving things out
that did not appear to be used downstream (StreamCounters,
RtpCounters etc) and moved the things that seemed used
(RtpHeader + supporting structs) to a new file api/rtp_headers.h.
This makes their place in the api more clear while moving out
the things that don't belong in the API in the first place.
I had to extract out typedefs.h from webrtc_common to resolve
another circular dependency. I believe checks includes typedefs,
but common depends on checks.

Conditional visibility is complex to maintain and it is not well
supported by other build systems.
This CL removes it and falls back on the more relaxed visibility value
("*" in this case).
It is not a problem because the targets that are using conditional
visibility are all marked as "testonly" and this is probably enough to
keep the build graph clean.
