89ca299161 Use parsed packet from RtpTransport::DemuxPacket in engine and call
With this cl, a packet is only parsed once in RtpTransport::DemuxPacket and the metadata is reused.
Extensions are still identified twice- one for demuxing based on mid. The second time in Channel::OnReceivedPacket in order to use extensions specific to that mid.

4df20baff1 Implement GetParameters/GetSources support for unsignaled SSRCs.
Unsignaled SSRCs are only applicable for the receiver case (not sender).
This CL updates the receievr's GetParameters() and GetSources() methods
to lookup parameters/sources by the current SSRC (whether or not it was
signaled) instead of only looking at the signaled SSRC.

To clarify that the `ssrc_` variable inside the [Audio/Video]RtpReceiver
is the signaled ssrc (and not set if the current ssrc is unsignaled),
we rename this variable to `signaled_ssrc_`.

By the looks of it, other APIs like setting volume or packetizers also
have a dependency on the assumptions that the SSRC is signaled. We will
not address that in this CL, but this CL makes that more clear.

cf439a04e5 Introduce PacketReceiver::DeliverRtpPacket and PacketReceier::DeliverRtcpPacket
DeliverRtpPacket use a parsed RTP packet as argument where the RTP extensions are supposed to be known.
This method is implemented in webrt::Call and temporary used by the exising method  Call::DeliverRtp, but the idea is to instead avoid extra packet parsing by forwarding a RtpPacketReceived from RtpTransport::DemuxRtpPacket via  WebrtcVideoChannel::OnPacketReceived and WebrtcVoiceChannel.

DeliverRtcpPacket is also implemented in Call and is directly used in PeerConnection::InitializeRtcpCallback.

175f06f112 Reland "Remove 'trackId' dependency in stats selector algorithm."
This is a reland of commit 81aab488781c1a736c9d85ff1532631be2989523

See diff between Patch Set 1 and latest Patch Set.

The original CL broke this WPT[1] because getStats() with the receiver
as the selector stopped working in the event of unsignalled SSRCs due
to the receiver not knowing what the SSRC was.

This fix is to query media_channel_ for the unsignalled SSRC in the
event that the receiver does not know the SSRC.

5ed4da7222 In preparation for track deletion, fix some more tests.
The tests should say something about RTPs too, because what they say
about track will soon be irrelevant. A drive-by fix is to GetStatsOfType
as RTCOutboundRTPStreamStats instead of RTPStreamStats, this is because
of a limitation with using T::kType for runtime type information...
GetStatsOfType<T> does not work for Ts higher up in the stats hierarchy,
so it would always have returned an empty list even if
RTCOutboundRTPStreamStats were present. (Room for improvement here, but
that's a different issue.)

c0d44d9d63 Split audio and video channels into Send and Receive APIs.
The implementation here has a number of changes that force the callers
that called the "channel" functions into specific interfaces rather than
just letting C++ take care of it; this should go away once there stops
being a common implementation class for those interfaces.

b493db9b4d sdp: add tests for ParseMsidAttribute
increasing the line coverage to 100%.
Note that code coverage is still a very basic metric and

9b235cd93b Add scalability mode to RTCOutboundRtpStreamStats stats
This is in the webrtc-stats spec at

This adds the scalability mode to CodecSpecificInfo which is used to
plumb the modes for each simulcast layer.

36fafc8827 Split MediaChannel class to sender and receiver
This allows callers to differentiate on whether they need the
channel for sending or receiving purposes.

Note: This CL is incomplete, in that many places cast the pointers
to the concrete subclasses "VideoMediaChannel" and "AudioMediaChannel", which are not split into sending and receiving APIs.

The long term goal is to make two MediaChannel-like class APIs, with distinct implementations, and let the RtpSender and RtpReceiver manage those objects, rather than keeping them in the RtpTransceiver.

Ignoring duplicates here satisfies this and brings the behavior
closer to Firefox:

2803ca27fb Remove virtual from wasteful functions
I've been working with SizeBench (binary size analysis tool) and it
reported that 39 virtual functions were not overridden. Removed
virtual keyword from each. SizeBench estimated waste 2.1kb. Change
made chrome.dll 5.3kb smaller. Since these 39 virtual functions
are never overridden, they are wasteful.

acabb3641b pc: Add asynchronous RtpSender::SetParameters() call
As the synchronous version only posts a task to recreate the encoder
later, it is not possible to catch errors and state changes that
could appear then.
The asynchronous version of SetParameters() aims to solve this by
providing a callback to wait for the completion of the encoder
reconfiguration, allowing any error to be propagate and subsequent
getParameters() call to have up to date information.

cf2856b01c Add parameter to control the pacer's burst outside of field trials.
BurstyPacer is currently controlled via field trials. In order for
Chrome to be able to have burst without relying on a field trial, this
parameter is added.

When all burst experiments have concluded we may be able to have a
hardcoded constant instead, but for now the parameter is added to
RTCConfiguration.
