This CL is in preparation for a dynamic (possible TaskQueue-driven)
pacer that instead of processing blindly every 5ms, posts delayed
tasks to be executed when it is actually time to send packs.
This means we need the pacing controller to be able to figure out when
those execution times shall be, and be able to correctly update budget
levels as IntervalBudget only works correctly with periodic processing.

This CL replaces various int types with DataRata, DataSize, Timestamp
and TimeDelta classes.
This is part of larger refactoring work where most of PacedSender will
be broken out into a class handling the logic and another responsible
for thread handling. Splitting that up for easier reviewing.

This field trial was read in RTPSender, and the altered packet size
passed along to the pacer. Now, the pacer packet queue looks directly
at the packet instance, so it needs to be aware of the experiment flag
in order to make the right decision.

Unlike TimeToSendPadding(), the new GeneratePadding() method will
generate RTP packets and put them in the pacer queue, which will be
responsible for actually sending them.
A slight difference from previous logic is that we do not use a lower
bound of 50bytes for getting payload packets, instead we always try and
then abort if the next padding packet is larger than the current
available budget.
Since we're not sending the packets immediately, we don't need to worry
about twcc sequence numbering or updating the stats, that will be
handled by the general SendPacket() codepath. We can also omit the
PacingInfo struct and the return value of bytes sent, as that will
be handled when taking the packets out of the queue.

A follow-up will add the pre-pacer RTP sender parts. That CL will also
add proper integration testing. Here, I mostly add coverage for the new
send methods. When the old code-path is removed, all tests need to be
converted to exclusively use the owned path.

This CL removes a check in RoundRobinPacketQueue::FinalizePop. This
check will trigger if a the pause state is changed in PacedSender while
a packet is sent. This is a rare occurrence but would yield flaky
behavior. The check should not be required for the code to function
since the paused state is not read in FinalizePop other than for this
check.

The previous name packet queue 2 had no indication on what the
difference was compared to the regular packet queue. This rename makes
it easier to understand the codebase.
Additionally the PacketQueueInterface class was introduced to make the
class hierarchy easier to follow. The round robin packet queue did not
extend the packet queue so there was no reason for inheriting from the
specific implementation.
