This change refactors the FrameDecryptorInterface to use the new API. The new
API surface simply moves bytes_written to the return type and implements a
simple Status type.

When a LossNotification RTCP message is received, the sequence numbers
it refers to must be converted to timestamps before passing the message
down to the encoder. This CL gives VideoSendStreamImpl access to that
information via VideoSendStreamImpl::rtp_video_sender_.

This CL wires up the new SetRates() method of the video encoders, and
refactors a few things in the process:
Most notably, the VideoStreamEncoderInterface is update so that the
|target_headroom| parameter is replaced with |link_allocation|, meaning
that instead of indicating bitrate capacity in excess of the target
bitrate, it indicates to total network capacity allocated for the
stream including the target bitrate. This matches the VideoEncoder API.
The VideoEncoder::RateControlParameters struct gets a few new helper
methods.
In VideoStreamEncoder, instead of adding more fields to the
|last_observed_bitrate*| family, uses an optional struct that
inherits from VideoEncoder::RateControlParameters.

This change introduces new logic to allow the injection of the FrameDecryptor
into an arbitrary already running VideoReceiveStream without resetting it. It
does this by taking advantage of the BufferedFrameDecryptor which will
forcefully be created regardless of whether a FrameDecryptor is passed in
during construction of the VideoReceiver if the
crypto_option.require_frame_encryption is true. By allowing the
BufferedFrameDecryptor to swap out which FrameDecryptor it uses this allows the
Receiver to switch decryptors without resetting the stream.
This is intended to mostly be used when you set your FrameDecryptor at a point
post creation for the first time.

The network rate is based on a strict leaky buck with no underrun.
The media rate has almost the same algorithm, but allows the bufer level
to become negative down to -5 frames worth of data. This allows tracking
the average bitrate over a window and can be used as an alternative
upper bound when the encoder target is not link constrained.

Introduces SequenceChecker, merging the functionality of ThreadChecker
and SequencedTaskChecker. Also making the two latter use the former as
the underlying implementation for backwards compatibility.
This allows code that uses thread checker to accept running on a thread
pool backed task queue.

VCMReceiveStatisticsCallback originates in the old jitter buffer, and
is no longer used.
VCMFrameTypeCallback originates in VideoReceiver::RequestKeyFrame,
which is called from OncomingPacket, Process, Decode(uint16_t
maxWaitTimeMs), all of which are unused by VideoReceiveStream.
So delete the code to wire them up via VideoStreamDecoder.

This CL paves the way to making FrameBufferController injectable.
LibvpxVp8Encoder can manage multiple streams. Prior to this CL,
each stream had its own frame buffer controller, all of them held
in a vector by LibvpxVp8Encoder. This complicated the code and
produced some code duplication (cf. SetupTemporalLayers).
This CL:
1. Replaces CreateVp8TemporalLayers() by a factory. (Later CLs
will make this factory injectable.)
2. Makes LibvpxVp8Encoder use a single controller. This single
controller will, in the case of multiple streams, delegate
its work to multiple controllers, but that fact is not visible
to LibvpxVp8Encoder.
This CL also squashes CL #126046 (Send notifications of RTT and
PLR changes to Vp8FrameBufferController) into it.

To remove global task factory, rtc::TaskQueue need to loose it's convenient constructor
TaskQueueForTest can be used instead in tests and keep the convenient constructor.
Also cleanup the TaskQueueForTest a bit:
move the class to webrtc namespace
add default constructor
disallow copy using language construct instead of macro
cleanup build dependencies
rename build target (to match move out of the rtc namespace)

A recent refactoring introduced a subtle difference in how encoded
frame timing is measured. See

After that change, the encode was considered done after encoding was
done. The old behavior included the time needed to call stats and
the video sink, which might include video quality tests related tasks
and RTP packetization.
In order to preserve the old behavior I'm moving timestamping to after
packetization again.
Note that the timing frame info still has a separate timestamp that
does explicitly measure encode time. This is used by the experimental
new overuse detector, so the effect of this change will be transient
anyhow.

Specifying relative path like "~" somehow doesn't work in some cases.
To pass an absolute path some parameter rewriting is required.
Also, as the stream gets recreated several times at the beginning of the
call, append the time to the filename to make them unique.
