When congestion window is used, two different mechanisms can currently
update the outstanding data state in the pacer:
* OnPacketSent() withing the pacer itself, when a packet is sent
* UpdateOutstandingData(), when RtpTransportControllerSend either:
a. Receives an OnPacketSent() callback (increase outstanding data)
b. Receives transport feedback (decrease outstanding data)
This creates a lot of calls to UpdateOutstandingData(), more than one
per sent packet. Each requires locking and/or thread jumps. To avoid
that, this CL moves the congestion window state to
RtpTransportController send - and we only post a congested flag down
the the pacer when the state is changed.
The only benefit I can see is of the old way is we prevent sending
new packets immedately when the window is full, rather than in some
edge cases queue extra packets on the network task queue before the
congestion signal is received. That should be rare and benign.
I think this simplified logic, which is easier to read and more
performant, is a better tradeoff.

Holdback window can be specified as absolute time and in terms of packet
send times. Example:
WebRTC-TaskQueuePacer/Enabled,holdback_window:20ms,holdback_packet:3/
If current conditions have us running with 2000kbps pacing rate and
1250byte (10kbit) packets, each packet send time is 5ms.
The holdback window would then be min(20ms, 3*5ms) = 15ms.
The default is like before 1ms and packets no take into account when
TQ pacer is used, parameters have no effect with legacy process thread
pacer.

This CL adds a parameter to the BirateProber field trial config, which
allows the prober to actually discard probe cluster is pacer scheduling
is too delayed. Today it just keeps going at a too low rate.
Some refactoring was needed anyway, so also switch to using unit types
in more places.
Initially keeps legacy behavior default, to verify no perf regressions.

With an optional parameter this allows the task-queue based paced
sender to mimic the old behavior and coalesce sending of packets in
order to reduce thread wakeups and provide opportunity for batching.
This is done by simply overriding the minimum time the thread should
sleep. The pacing controller will already handle the "late wakup" case
and send any packets as if it had been woken at the optimal time.

Today when the pacing debt is cleared, we blindly ask for 50 bytes of
padding, which is above a static magic number for RTX payload padding.
Instead, we should adjust the target size based on the current padding
rate. The old pacer sort-of does this, it allows the budget to grow up
to one process interval (usually 5ms).
This CL makes the dynamic pacer also use a duration as target, by
default 5ms to match old pacer but with a trial to allow tweaking it.

ANA was accitendly disabled even when transport sequence numbers were
negotiated due to a bug in how the audio send stream is configured. To
solve this we simply continue to always allow enabling ANA and leave it
up to the application to ensure that it's not used together with receive
side estimation.

This CL is in preparation for a dynamic (possible TaskQueue-driven)
pacer that instead of processing blindly every 5ms, posts delayed
tasks to be executed when it is actually time to send packs.
This means we need the pacing controller to be able to figure out when
those execution times shall be, and be able to correctly update budget
levels as IntervalBudget only works correctly with periodic processing.

This flag has been default-off since Jul 24th (m77 branch) and apart
from a bug fixed on Aug 5th, there have been no reports of issues, so
let's remove it and start cleaning away the old code path.
Most of the usage within RtpSender/PacingController and their
respective unit tests are removed with this CL, but there will be
several more to follow.

The Pacer now just handles interaction with Module/ProcessThread and
forwarding packets to PacketRouter.
All other logic is moved to PacedSendingController, including tests.
PacedSender unittest are now just some basic sanity tests.
