9483b49baf Remove remains of webrtc/base
All downstream code have been updated to the new location.

In PRESUBMIT.py:
* Remove webrtc/rtc_base from CPP_BLACKLIST

6776518bea Move webrtc/{base => rtc_base}
This refactoring takes a careful approach to avoid rushing the change:
* stub headers are left in all the old locations of webrtc/base
* existing GN targets are kept and now just forward to the moved ones
  using public_deps.
The only exception to the above is the base_java target and its .java files,
which were moved to webrtc/rtc_base right away since it's not possible
to use public_deps for android_library.
To avoid breaking builds, a temporary Dummy.java file was added to
the new intermediate target in webrtc/rtc_base:base_java as well to avoid
hitting a GN assert in the android_library template.

The above approach should make the transition smooth without breaking
downstream.

A helper script was created (https://codereview.webrtc.org/2879203002/)
and was run like this:
stub-headers.py -s webrtc/base -d webrtc/rtc_base -i 7634
stub-headers.py -s webrtc/base/numerics -d webrtc/rtc_base/numerics -i 7634

0f8b403eb5 Introduce a new constructor to PlatformThread.
The new constructor introduces two new changes:

* Support specifying thread priority at construction time.
  - Moving forward, the SetPriority() method will be removed.
* New thread function type.
  - The new type has 'void' as a return type and a polling loop
    inside PlatformThread, is not used.

The old function type is still supported until all places have been moved over.

In this CL, the first steps towards deprecating the old mechanism are taken
by moving parts of the code that were simple to move, over to the new callback
type.

f9d9154808 Add support for multimedia timers to TaskQueue on Windows.
Multimedia timers are higher precision than WM_TIMER, but they're also
a limited resource and more costly. So this implementation is a best
effort implementation that falls back on WM_TIMER when multimedia
timers aren't available.

A possible future change could be to make high precision timers in a
TaskQueue, optional. The reason for doing so would be for TaskQueues
that don't need high precision timers, won't eat up timers from TQ
instances that really need it.

b89257a51b Handle initialization race in TaskQueue on Windows, discovered by drmemory.
The issue was that if the main entry routine of the thread would get called before the first APC, the thread would hang on a GetMessage() call and the APC sent to initialize the thread, would never run.

5d97a9a05b Adding more detail to MessageQueue::Dispatch logging.
Every message will now be traced with the location from which it was
posted, including function name, file and line number.

This CL also writes a normal LOG message when the dispatch took more
than a certain amount of time (currently 50ms).

This logging should help us identify messages that are taking
longer than expected to be dispatched.

8e572f030f Adds macros to annotate variables and functions used from same thread or queue.
ACCESS_ON is an alias of GUARDED_BY but should take thread-like object instead of mutex,
RUN_ON is an alias of EXCLUSIVE_LOCKS_REQUIRED to annotate function always run on same
thread/task_queue
RTC_DCHECK_RUN_ON - creates an object that allows use of annotated variables and functions, and adds a run-time DCHECK given thread/queue is current.

New task queueing primitive for async tasks: TaskQueue.
TaskQueue is a new way to asynchronously execute tasks sequentially
in a thread safe manner with minimal locking.  The implementation
uses OS supported APIs to do this that are compatible with async IO
notifications from things like sockets and files.
This class is a part of rtc_base_approved, so can be used by both
the webrtc and libjingle parts of the WebRTC library.  Moving forward,
we can replace rtc::Thread and webrtc::ProcessThread with this implementation.
NOTE: It should not be assumed that all tasks that execute on a TaskQueue,
run on the same thread.  E.g. on Mac and iOS, we use GCD dispatch queues
which means that tasks might execute on different threads depending on
what's the most efficient thing to do.
