The Android SDK has a target that references the NDK, which references
the cpu_features library. Directly take a dependency on the final
library, as all the targets in the chain are just soft-transition
targets. This also enables us to remove the Android NDK dependency from
the BUILD.gn file of the SDK.

For now, the run-time check will only be enabled if the
rtc_strict_field_trials GN arg is set.
In order to allow testing with imaginary field trial keys, two test
helpers have been added. It's a bit awkward to test these since the
field trial string is already global, hence the helpers are also
modifying global state. Tests must make sure this global state is reset
between runs. Things won't be an issue anymore when [1] has removed the
global string.

Denormal numbers (see [1]) may origin in APM when the input is zeroed
after a non-zero signal. In extreme cases, instructions involving
denormal operands may run as much as 100 times slower, which seems to
be the case (to some extent) of crbug.com/1227566.
This CL adds a class that disables denormals only via hardware on x86
and on ARM. The class is used in APM and it is an adaption of [2].

We need to be able build chromium with rtc_include_tests = true. It
reveals a lot of targets that are not compatible with chromium but
aren't marked so.
`rtc_include_tests=true` has been considered a way to disable targets for the Chromium build, causing an overload on rtc_include_tests while the meaning of the two GN args (rtc_include_tests and build_with_chromium) should be kept separated.

I ran into this when using repeating_task, which depends on clock (in
system_wrappers) which in turn added a dependency on rtc_base on Windows
due to win32 files. That's a problem since rtc_base depends on
repeating_task:
//rtc_base:rtc_base ->
//rtc_base/task_utils:repeating_task ->
//system_wrappers:system_wrappers ->
//rtc_base:rtc_base
We could additionally consider moving Clock out of system_wrappers.

`gn format` recently [1] changed its formatting behavior
for deps, source, and a few other elements when they
are assigned (with =) single-element lists to be consistent
with the formatting of updates (with +=) with single-element.
Now that we've rolled in a GN binary with the change,
reformat all files so that people don't get presubmit
warnings due to this.

In system_wrappers, two build targets depended on the Chromium's
//third_party/webrtc_overides folder. While this was acceptable
before, now that the WebRTC component build is landed [1] it can
create a path where parts of WebRTC get statically linked in
Chromium. To avoid this, this CL removes them and fixes the
problem in //third_party/webrtc_overides.

Static libraries don't guarantee that an exported symbol gets linked
into a shared library (and in order to support Chromium's component
build mode, WebRTC needs to be linked as a shared library).
Source sets always pass all the object files to the linker.
On the flip side, source_sets link more object files in release builds
and to avoid this, this CL introduces a the GN template "rtc_library" that
expands to static_library during release builds and to source_set during
component builds.

It's easy to make small errors when building field trial strings, and
those errors can cause all sorts of weird problems. This CL checks if
the FT string has an odd number of delimiters, duplicate
names or any trailing chars.
If so we'll log a error message. On debug builds we'll also crash.

And delete corresponding dependencies on :webrtc_common. After this
change, common_types.h is included directly only from code in the
following directories:
api/
api/video/
api/video_codecs/
common_video/libyuv/include/
media/base/
modules/remote_bitrate_estimator/
modules/rtp_rtcp/source/
modules/video_coding/codecs/vp9/
There remains plenty of indirect dependencies on the types declared in
common_types.h, but the fewer direct dependencies should make it
easier to find the proper place for each type.
