This removes PacketRouter inheritance from RemoteBitrateObserver and TransportFeedbackSenderInterface. Call binds methods for sending REMB and transport feedback messages from RemoteCongestionController to PacketRouter. This is needed until the RTCPTranseiver is used instead of the RTP modules.
