Move timestamp conversion out of ACMGenericCodec. Also remove lock
from ACMGenericCodec since the instance is always protected by
acm_crit_sect_ in AudioCodingModuleImpl.

Restructuring the code in AudioCodingModuleImpl::Encode to streamline
the use of locks.
