Qiu Jianlin faef5de87c Cleanup H.265 TODOs.
Cleanup some of the TODOs for H.265. They are either invalid or their handling should be merged with other codec types.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
