Sami Kalliomäki f61b3ba65e Revert "Target SDK level 27 in AppRTCMobile."
This reverts commit af4f1b41277ebdf0d7386cbd2903abc709cbc183.

Reason for revert: Causes timeouts with loopback tests. Reverting and
investigating.
