For easier code reading, a couple of structural changes together with name changes have been performed in the function WebRtcVad_FindMinimum():
- Removed temporary pointers
- Updated comments
- Pointer name changes
- Changed pointer nomenclature to array index
- Made local variable const

Tested with trybots, vad_unittests, audioproc_unittest
