Evan Shrubsole e9126c18bf Migrate VCMInterFrameDelay to use Time units
Additionally,
* Moved to its own GN target.
* Added unittests.
* Removed unused variable `_zeroWallClock`.
* Renamed variables to match style guide.
* Moved fields _dTS and _wrapArounds to variables.
