Zijie He dab31ce1fa Detect whether a window is out of screen when using cropping window capturer

We are still using cropping window capturer even the window is out of the screen.
See the bug for details.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
