This CL essentially converts [Local|Remote]TrackHandler to Rtp[Sender|Receiver], and adds a "SetTrack" method for RtpSender. It also gets rid of MediaStreamHandler and MediaStreamHandlerContainer, since these classes weren't really anything more than containers.
