Jakob Ivarsson d95138b684 Make stable target adaptation enabled by default.
This will result in slightly higher encode bitrates and longer frame
lengths compared to using the smoothing filter.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
