Emil Lundmark d891c4940a Configure generic temporal layer in VP8 screenshare
This ensures that the payload descriptor and potential generic
descriptors uses the same temporal layer.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
