Philipp Hancke d4fe3ce902 Only answer with non-stopped RTP header extensions
This extends the RTP header extension API usage to generating answers.

Also re-adds unit tests removed by the revert.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
