Åsa Persson d34597cf3d Update test::CreateVideoStreams to use num_temporal_layers.
MultiCodecReceiveTest/VideoSendStreamTest:
Configure num_temporal_layers via VideoEncoderConfig (and remove
implementations of VideoStreamFactoryInterface used to override
the default num_temporal_layers configuration).

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
