Packets recovered by ULPFEC enter through RtpVideoStreamReceiver::OnRecoveredPacket, which does RTP header extension parsing. Packets recovered by FlexFEC, however, enter through Call::OnRecoveredPacket, which prior to this CL did not do RTP header extension parsing.
