Danil Chapovalov c230da0f1b In IvfVideoFrameGenerator test helper allow to pass webrtc::Environment at construction
To reuse same environment in video encoder and thus avoid creating duplicated environment.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
