Ran both tools/refactoring/webrtc_reformat.py and clang-format.
Changing VCMMediaOptimization -> MediaOptimization and
VCMEncodedFrameSample -> EncodedFrameSample.
Aligning the order of methods in .h and .cc files and fixing comments.
