nisse b78d4d1383 Delete class SSRCDatabase, and its global ssrc registry, ...

and the method RTPSender::GenerateNewSSRC.

It's now mandatory for higher layers to call SetSSRC, RTPSender
no longer allocates any ssrc by default.
