Sergey Silkin b3085b288b Revert "Disable flaky test: FullStackTest.VP9SVC_3SL_High"
This reverts commit 34b1bc72995d4aa52f2e96b6c60a6ec9eacbde48.

Reason for revert: The issue in libvpx has been fixed.
