Repeated initial probes are sent every second until ProbeController::OnMaxAllocatedBitrate is invoked (Media is beeing sent) or 5s has passed. Each probe has a duration of 100ms, sent in packet bursts every 20ms. ProbeController::waiting_for_initial_probe_result_ is no longer needed and is removed. Setting field trial for duration between probe packets bursts are moved from BitrateProber to ProbeController.
