fischman@webrtc.org 874920f22e Disable WebRtcSpl_ScaleAndAddVectorsWithRoundNeon due to crash. 
The C (unoptimized) version of this function takes less than 1% of NetEq4 and
has been crashing since the NetEq3->4 move.
