HW encoder posts the encode callback to libjingle worker
thread. It accesses MediaOptimization and is not protected
by the critial section of VideoSender. Make MediaOptimization
thread-safe to fix it.

TEST=Run apprtc loopback with SW or HW encoders.
     Run module_unittests.
