Per K a8cd2babcd Refactor NatServer to use rtc::ReceivedPackets
Instead of using raw pointers.
Also, ensure callbacks are registered on the correct thread.
Nat servers are test only code.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
