Peter Boström 905f8e7e9d Make ReconfigureVideoEncoder void.

Also moves and simplifies SetSendCodec from VideoSendStream to mostly
inside ViEEncoder. This is necessary for making
ReconfigureVideoEncoder asynchronous as we don't post any result back.
