Elad Alon c42d62495c Event log - Use ToUnsigned() and ToSigned() on timestamp_ms ...

When delta encoding, use ToUnsigned() and ToSigned() on
timestamp_ms, since it's a signed type. This is only relevant
for delta-encoding/decoding.
