third_party/webrtc/files/stable/webrtc/sdk/objc/native/api/video_capturer.mm calls `webrtc::CreateVideoTrackSourceProxy()`, which is defined in third_party/webrtc/files/stable/webrtc/pc/video_track_source_proxy.cc. Some pending changes to the Apple related rules will expose this missing dependency, so adding the missing dependency to not have downstream users break.
