kwiberg 93ecc5dad0 Rename safe_cmp::{Eq,Ne,Lt,Le,Ge,Gt} to Safe{Eq,Ne,Lt,Le,Ge,Gt}

For consistency with SafeMin(), SafeMax(), and SafeClamp(). And so that we avoid introducing a namespace.
