pbos@webrtc.org 8cf9bdb3fa Remove USE_WEBRTC_DEV_BRANCH. 
talk/ and webrtc/ are hosted in the same repository and it no longer
makes sense to support building talk/ without the corresponding webrtc/
catalog.
