Fanny Linderborg 89b750f6d4 Ensure LossBasedBweV2 can generate candidates if it is enabled
To be able to generate candidates the configuration must support at
least one of the following:

* enable acknowledged bitrate as a candidate,
* enable delay based bwe as a candidate, or
* enabled a candidate factor other than 1.0.

If none of the above is supported then the configuration will be marked
as invalid and thus the `LossBasedBweV2` will be disabled.
