this is a step towards resolving own todo: making AssembleFrame part of
the VideoRtpDepacketizer interface and replacing codec check with a
call to a virtual function.
RtpVideoStreamReceiver has access to the VideoRtpDepacketizers,
PacketBuffer - hasn't.
