Byoungchan Lee 7aa89cedba Fix use after free in VideoSendStreamTest.MinTransmitBitrateRespectsRemb

Due to recent changes, this test sometimes crashes because of
use after free.
Fix this by adding a PendingTaskSafetyFlag to not access `stream_`
after it has been deleted.
