Niels Möller 73d0774b6b Add PortAllocator configuration to RTCConfiguration
So applications don't need to create and inject their own instance of
BasicPortAllocator, just to change these settings.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
