Benjamin Wright 702f4da4b9 Adds flag to enable AES_GCM from the Java API.
This changeset allows Java API users to enable or disable AES_GCM from the
PeerConnectionFactory.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
