andrew@webrtc.org 6fd52f36db Add NEON intrinsics version for WebRtcSpl_DownsampleFastNeon. 
WebRtcSpl_DownsampleFastNeon is added. SplTest in common_audio_unittests
is passed on ARM32/ARM64 platform.
