Greg Thompson 6fc4d9750c Make WEBRTC_UNSAFE_FUZZER_MODE dependent only on use_fuzzing_engine
The level of optimization is irrelevant -- only whether the build is
targeting a fuzzer or not.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
