BUG=3441
TESTED=Trybots + Running GN in a Chromium checkout with
src/third_party/webrtc symlinked to the WebRTC checkout
with this CL applied, both with the default GN settings
and using: --args="os=\"android\" cpu_arch=\"arm\""
