Jeremy Leconte 6a1ded02d9 Revert "Exercise AV1 simulcast paths in tests."
This reverts commit c8ab6c449c84f17fabf8da58456d396bdb5da762.

Reason for revert: new test fails to run upstream

Original change's description:

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
