Niels Möller 67b011d22c Use BitrateAllocatorInterface in AudioSendStream and VideoSendStream 
Followup to cl https://webrtc-review.googlesource.com/70880, which
introduced the interface.

Intended to enable tests using MockBitrateAllocator.
