nisse 663f9e2ddc New static method I420Buffer::SetToBlack. 
Replaces cricket::VideoFrame::SetToBlack and
cricket::WebRtcVideoFrame::InitToBlack, which are deleted.

Refactors the black frame logic in VideoBroadcaster, and a few of the
tests.
